There are a number of possible serial sequences depending on where the frame was made.

Made in the USA The first two characters is the month 01 to 12 = January to December. After the month is year of production. 98 = 1999, 99 = 1999. Production from around October 1999 through to September 1999. Most frames also had a model abreviation stamped next to the serial.

All factories had lengthy production lead times before they were delivered and sold in bike shops around the world. Depending on where the frames were made, this may have been around 3-6 months.
