There are a number of possible serial sequences depending on where the frame was made.
Made in Taiwan. The first two characters - YC are the factory code. The next two characters is year 98 = 1998, 99 = 1999. The next characters is the month. A = January, B = Febuary, C = March, D = April, E = May, F = June, G = July, H= August, I = September, J = October, K = November, L = December.

As a general rule, bikes made in Taiwan at this time had around an 8 month production lead timeline before they were delivered and sold in bike shops around the world. Generally around May of each year, factories would usually switch production to making models for the following year.
